Law Proposals for Curia 28 May 2026 & Online

Their Majesties Tuomas and Gilbert give notice that they will hold an in-person Curia on Thursday, May 28th at Strawberry Raid in Insulae Draconis at 19:00, and a further online Curia at 18:00-20:00 UTC (20-22 CEST, 21-23 EEST) on Tuesday, May 19th 2026.

The agenda is the same for both Curia, to review three items of business: The addition of a DEIB Officer as a Great Officer of the Kingdom; a Clarification to Arbitration Procedures; and updates to the Glossary.

These proposed changes are being put before the Curia for discussion. The outcome of that discussion may be that any of the proposed changes may be rejected or altered before being implemented into Kingdom law.

All Great Officers of the Kingdom should make every effort to attend both Curia meetings. If Great Officers are unable to do so, they may send a designated representative, or make their comments known to the Crown and Kingdom Seneschal in writing, prior to the day of the Curia. Members of the populace may also send comments in writing to the Crown (crown@drachenwald.sca.org) and Kingdom Seneschal (seneschal@drachenwald.sca.org) in advance of the meetings.

5.06.10.3 Shall deliver or promote Board-approved training to improve understanding of inclusion issues.

5.06.10.4 Shall monitor, report, and respond to concerns related to discrimination, bias, or harassment.

5.06.10.5 Shall actively work to ensure all members have equal access to opportunities and feel valued.

5.06.10.6 Shall work with the Society DEIB Officer, other kingdom officers (such as Chatelaines), and local groups to align efforts.

Rationale

Note the responsibilities were taken from Google, but the drafters have also reached out to the Society DEIB Officer to see if there is “standard” text that could be used.

2. Clarification to Arbitration Procedures

12.02.1.2.4.2.1 The Kingdom Seneschal will be responsible for maintaining a pool of potential arbitrators.

12.02.1.2.4.3 Under the supervision of the Kingdom Seneschal the parties may, if they wish, eliminate one arbitrator each until one arbitrator is left. If an arbitrator is not agreed upon within thirty days, the Crown will select one from the pool.

12.02.1.2.4.2.1 The Kingdom Seneschal will be responsible for identifying at least 3 potential arbitrators appropriate to the situation.

12.02.1.2.4.3 Under the supervision of the Kingdom Seneschal the parties may, if they wish, eliminate one arbitrator each until one arbitrator is left. If an arbitrator is not agreed upon within thirty days, the Crown will select one of the identified candidates.

12.02.1.2.4.2.4 All arbitrators must agree to keep the details of the Petition(s) and any subsequent discussions or investigations in confidence, sharing such information only with the affected parties, the Kingdom Seneschal, and the Crown – as well as any civil authorities as applicable.

Rationale

The task to maintain a pool of potential arbitrators is neither undertaken nor feasible, given the wide variety of possible issues that could arise, and the need to have arbitrators appropriate to a wide range of cultures and languages. It makes more sense to simply say the Kingdom Seneschal is responsible for identifying potential arbitrators when needed.

It is also critical that the arbitrators understand the need to hold the matters addressed in confidence.

In this document, the following terms, listed in alphabetical order, are used with the meanings given below:

  • Armigerous award: An award that can convey Arms by Award, Grant, or Patent.
  • Board: The Board of Directors of the SCA, Inc.
  • By-Laws: The By-Laws of the SCA, Inc., or its equivalent in an affiliated organization.
  • Consort: The person for whom the combatant fights in a Royal List.
  • Coronet: The Sovereign and Consort of a Principality, acting together.
  • Corpora: The policies governing historical re-creation within the Society, and those policies applicable to the entire Society.
  • Crown: The Sovereign and Consort of a Kingdom, acting together.
  • Curia: A council of the Crown that must be consulted in order to make, delete, or amend Kingdom law. Those who hold a seat in this council are defined in this law.
  • Fealty: A reciprocal promise to be loyal to somebody and show them your support, especially a territorial ruler aka liege.
  • Governing documents: The Organizational Handbook, which contains: The Introduction, Corpora, The Articles of Incorporation of the SCA, Inc., the By-Laws of the SCA, Inc., the Corporate Policies of the SCA, Inc., and any amendments and appendices.
  • Officer: A Society member serving in an appointed office as defined in Corpora, or as an appointed deputy in such an office, or in another office as may be defined by Kingdom Law, at any level of the Society, or in the role of organizer of a Society event (commonly referred to as “Autocrat” or “Steward”), or as a Territorial Baron or Baroness, or as Crown or Coronet or heir to a Crown or Coronet.
  • Official event: An obsolete term for a published event.
  • Peerage: Collectively, the members of the populace who hold a patent of arms. Any person holding a patent is a peer.
  • Period: The era used by the Society as the base for its re-creation activities. The Society is based on the life and culture of the landed nobility of pre-17th Century, focusing on the Middle Ages and the Renaissance.
  • Published event: A Society event that also fulfills the requirements of Section II.C of the Corpora. These are the events where all manner of court business may be conducted.
  • Quorum: The smallest number of people who must be at a meeting before it can begin or decisions can be made.
  • Redress: To correct something that is unfair or wrong.
  • Royal Heirs: The victor in the Royal List and the victor’s consort for the period between the victory and the Coronation (Kingdom) or Investiture (Principality).
  • Royal Lists: Properly constituted armored combat tournaments to determine the successors to current royalty. They are known as “Crown Lists” for Kingdoms, and “Coronet Lists” for Principalities.
  • Royal Peer: An individual who has reigned as Sovereign or Consort of a Kingdom or a Principality is referred to as a Royal Peer.
  • Royalty: The persons who hold the offices of Sovereign or Consort of a Kingdom or Principality. The heirs to those positions are also considered royal, but Corpora uses the terms “royalty” and “reigning royalty” interchangeably, and only to refer to Sovereigns and Consorts.
  • SCA, Inc. or SCA: The Society for Creative Anachronism, Inc., a California nonprofit (or not-for-profit) corporation
  • SCA, Inc. Waiver Card: A card which indicates that a properly executed waiver is on file at the corporate office. This card may also contain membership information.
  • Society: The entirety of the Society for Creative Anachronism (a worldwide group of affiliated organizations).
  • Society event: An event that fulfills the requirements of Section II.A of the Corpora.
  • Society member: Membership in the Society is defined in the By-Laws of the SCA, Inc., or in the approved organizational documents of any corporation affiliated with the SCA, Inc.

Rationale

There are some terms that are commonly used, and it would be beneficial to list them here to ensure standardized usage. In particular, defining a term such as “Landed Nobility” will also allow us to simplify other sections of Law or Officer Policy, when one needs to refer to Territorial Barons/Baronesses, Coronets, and the Crown collectively.

“Event Steward” is the preferred term now, as opposed to “Autocrat”.

Clarifying “warranted” vs “non-warranted” officers, as well as “warranted” vs “authorized” is also advisable, to ensure a standardized approach to related matters (this will be relevant for future regnum updates).

Clarifying the implications of “published event” with respect to Tournaments and Curiae is also warranted.

The reference to waiver cards is no longer particularly relevant, and if such a definition is needed, it is already provided in Corpora and does not have to be repeated here. (Note: many other terms are repeated from Corpora, but that is for convenience as they are relevant to the Kingdom law.)

There is no reason to have section 1.05 separate from the Glossary.

Trivially: also standardized capitalization of defined terms, and added underline to improve readability.
